I used to have a system where you earned credits for our feeder matrix based on how many hits you sent but that got crazy overwhelming for me to track, so now Its based on Opt-ins to the List. That way I don't care where the traffic comes from I can track an opt-in easy. If you want to waste time with autosurfs go for it. So I would focus on Traffic exchanges and viral mailers safelists and maybe PTC advertising if you want to go that route.

PS As Admin I will perform my duties with minimal compensation , through
small admin fees in the internal matrix. I will probably have to hire help to run this
as it gets bigger.
As an Individual, I will earn just like you. I will need to follow the steps and
rules to earn positions in and out of the teambuild.
I will be reinvesting a good deal of my earnings back into the teambuild to help us grow.
I also will be pumping funds into the teambuild from my own income and personal investments.
